Litter

Approximately £1 billion of tax payers’ money is spent in the UK every year cleaning up litter. Litter is not just unsightly and expensive, it kills millions of mammals every year, too. Help us to keep Dacorum a litter-free zone by not dropping litter and putting your rubbish in the bins provided.

Litter penalties

If you're caught littering, you can be issued with a £88 fixed penalty notice. If this is not paid you could be taken to court, which could result in a maximum fine of £2,500. We work in partnership with District Enforcement - a company that specialises in enviro-crime enforcement - to issue Fixed Penalty Notices. Find out more about District Enforcement.

Fly-tipping is the illegal dumping of items - this is a serious offence which can result in an unlimited fine. Our dedicated fly-tipping page provides more information on this.

If you see anyone littering or fly-tipping, please report it to us.

Report littering from a vehicle

If you've spotted litter being thrown from a vehicle, the most important detail to take is the vehicle registration number. Please email this to ecp@dacorum.gov.uk.

Please provide as much other information as possible and consider the following:

  • Make, model and colour of the vehicle
  • Location and time of the offence
  • Details of the items discarded
  • Do you have any dash cam footage?
  • Offender description - for example, male or female, passenger/driver age, hair colour, clothing.
Please note, any witnesses will be required to provide a statement and may need to attend court.

Report litter

Our streets and open areas are cleaned on a rota basis. However, if you have come across a particularly high level of litter, or litter which could cause harm if left unattended, please fill out our online form to report it so that we can clear it as soon as possible.

Report litter

Report a full litter bin

We empty our litter bins on a rota, typically twice a week. Sometimes our litter bins become full before they are scheduled to be emptied. If this is the case, please report a full litter bin here and we will empty it as soon as possible.

Report a damaged or missing litter bin

If you come across a damaged or missing litter bin, you can report the issue using our online form.

Organising a litter pick

If you would like to carry out a litter pick in a local area, we are able to loan out equipment to anyone who would like to do this. Please visit our Community litter picks page for more details.

If you're interested in litter picking on a regular basis, you may want to register as a Street Champion. You'll be provided with your own kit filled with litter-picking equipment.
