Community Right to Challenge
The Community Right to Challenge allows community groups, voluntary organisations, and council staff to express interest in running local services.
If a challenge is successful, a competitive process will be launched, giving the challenger and other organisations a chance to bid for the service.
Who can express an interest
The following groups can submit an expression of interest:
- voluntary or community organisations
- charitable trusts or bodies
- parish councils
- two or more council employees
- any other person or body specified by the Secretary of State.
Services you can challenge
The Community Right to Challenge applies to any relevant service provided by or on behalf of the Council.

How to submit an expression of interest
Expressions of interest can be submitted at any time. You can do so by:
- Completing the
