Your voice, your community – take part in Dacorum’s PSPO discussions

We are inviting residents, the public and interested parties to have their say on the proposed extension of the Dog Control Public Spaces Protection Order (PSPO) and the Hemel Hempstead Town Centre PSPO for another three years.
These Orders - which are due to expire on 28 July 2025 - help to ensure that our public spaces remain enjoyable and free from anti-social behaviour.
Dog Control Public Spaces Protection Order
The Dog Control PSPO is aimed at addressing irresponsible dog ownership in public spaces. While most dog owners act responsibly, we continue to receive complaints about dog-related issues. The proposed extension of the PSPO would ensure that we retain powers to tackle these problems effectively.
The only proposed amendment is to include all National Trust land within the borough in the Dog Fouling section of the Order.
Hemel Hempstead Town Centre Public Spaces Protection Order
The Town Centre PSPO aims to address behaviours and activities that negatively impact the community. The proposal is to continue with the existing arrangements, so we can continue to work with the police, residents and businesses to tackle persistent issues that disrupt public spaces and quality of life in Hemel Hempstead Town Centre.
PSPOs are useful tools ensuring public spaces can be enjoyed in line with our corporate priorities for a cleaner and safer environment and striving for a great place to live.

Cllr Robin Bromham, our Portfolio Holder for Neighbourhood Operations, said: “Public spaces should be safe and welcoming for everyone. These PSPOs identify unacceptable behaviours and enable Fixed Penalty Notices (FPNs) to be issued against offenders, by police or by officers authorised by Dacorum Borough Council. I encourage everyone to take part in these consultations and share their views."
Next steps
Once the consultation ends, we will consider all responses received and prepare a report for Cabinet. The consultation will help us reach a decision about whether to extend these orders for a further three years. The report and decision will be published on our website.
